We're Hiring: Monitoring & Evaluation Lead

Location: Kigali, Rwanda (Hybrid: minimum 2 days/week in office + regular field travel outside Kigali)

Contract Type: Full-Time │ 1-Year Contract (Renewable)

Start Date: July 2026

Working Hours: 40 hours/week (including weekend school visits)

Reports To: Executive Director & Managing Director

Probation: 3 months

Starlight Africa is a Rwanda-based organization focused on providing experiential STEM learning opportunities for young girls, igniting their creativity and imagination. Our goal is to foster a community of women innovators who apply STEM to advance society, protect the environment, and drive economic growth across Africa. We are an organization led by women,  committed to providing a safe and supportive space for girls to explore STEM.

The Role

Building on the successful delivery of the Step into STEM program across 7 schools in Rwanda, we are seeking a driven, detail-oriented M&E Lead to oversee monitoring, evaluation, and learning for the program. This role is critical to the program’s success, ensuring we can clearly demonstrate impact, capture meaningful stories of change, and translate evidence into actionable insights. By strengthening the program’s learning and data systems, the M&E Lead will help tell the story of what is working, why it matters, and how it can be scaled.

Key Responsibilities


Data Collection & Management

  • Design and manage data collection tools 

  • Conduct field visits to validate data quality

  • Ensure all participant data is disaggregated in respective categories

  • Maintain complete records in shared Tracking Systems

Monitoring & KPI Tracking

  • Design and operationalise the program's M&E Framework

  • Produce regular KPI performance updates disaggregated by school, cohort, and demographic

  • Flag deviations from targets and recommend corrective actions

Evaluation, Research & Learning

  • Design and implement baseline, midline, and endline assessments per cohort

  • Produce evaluation reports and learning briefs; facilitate bi-annual reflection sessions

  • Track participant outcomes, including academic progression, internships, and employment

  • Contribute to Starlight Africa’s research and learning agenda by generating insights from program data and supporting evidence-based decision-making

Reporting & Documentation

  • Submit monthly M&E updates and contribute to quarterly and annual reports

  • Create data visualisations, dashboards, and infographics for internal and funder audiences

  • Maintain a well-organised documentation archive accessible to leadership at all times

Capacity Building & Collaboration

  • Train the STEM Facilitators and program interns on data collection and quality standards

  • Represent Starlight Africa in M&E meetings and learning exchanges with key stakeholders

  • Collaborate with the Communications team to align data, reporting, and storytelling

Qualifications

  • Degree in Statistics, Development studies, Public Policy, or related fields

  • Proven experience in M&E within international development, education, or NGO contexts

  • Strong data analysis skills and comfortable with both quantitative and qualitative methods

  • Proficiency in data management tools and the ability to design effective M&E frameworks

  • Excellent report writing and data visualisation skills

  • Strong attention to detail, with a commitment to data quality and integrity

  • Experience working with marginalised groups, including young women, persons with disabilities, and refugees

  • Ability to travel regularly outside Kigali for field visits to partner schools (often on weekends)

  • Fluency in English; Kinyarwanda is an advantage
